Any network administrator can follow these steps:
Go to the [Agencies] tab and click on the name of the agency you wish to reactivate (screenshot).
Click the EDIT AGENCY INFORMATION link (screenshot).
Un-check the check-box found here to enable the agency's access (screenshot).
